{'hyderabad': [4, 0, 0, 1], 'tree city': [0, 0, 0, 1], 'arbor day foundation': [0, 0, 0, 1], 'urban forests': [0, 0, 0, 1], 'uncdf': [0, 0, 0, 1], 'united nations capital development fund': [0, 0, 0, 1]}

Option 1 suggests that both statements are accurate and that Statement 2 clarifies Statement 1. However, this isn`t the case here – Statement 2 is correct, but Statement 1 isn`t, hence invalidating this option.

Option 2 proposes that both statements are accurate, but Statement 2 does not explain Statement 1. This is not accurate either, as Statement 1 is incorrect while Statement 2 is correct.

Option 3 suggests that Statement 1 is accurate, but Statement 2 isn`t. This isn`t the case here either – Statement 2 is correct, but Statement 1 isn`t.

Option 4 is correct. It suggests that Statement 1 is not accurate but Statement 2 is. Indeed, the United Nations Capital Development Fund (UNCDF) and the Arbor Day Foundation have not recently recognized Hyderabad as 2020 Tree City of the World. However, it is true that Hyderabad committed to grow and maintain its urban forests, and hence was selected for some form of recognition.
